The course examines the relevant values and problems within the relationship between the political community and the citizen. The notion and scope of the public and the private. The Westminster and the consensual model of democracy. Public and private interest. Theories of Justice: Rawls, Nozick and McIntyre. Freedom in public policy: Positive and negative freedom. Trade-off between equality and efficiency. The ethical and the instrumental notion of power: power, authority, legitimacy and loyalty. The role of trust and confidence within the public. The classification of public policies: aggregative and integrative policies, rationalist and normative policies, teleological and deontological policies.
