The course embraces the role and functions of a modern state in a comparative view via historical analogies and typologies. It gives an oversight of the models of modern democracies, the main historical forms of modern government and administration. It compares the roles of enforcing organizations. The crises symptoms of the welfare state as well as transition state are also discussed.
