Systematic evaluation using explicit or implicit standards to assess the results and operation of public programs and policies for improvements – this is a common definition of evaluation.

The course covers conceptual frameworks, procedures, methods used in evidence based empirical evaluation – required by law also in Hungary but rarely used except by the State Audit Office and for EU supported projects.
