The course deals with the theoretical questions of public financial management. It discusses the financial policies of different governmental levels focusing on public revenues and expenditures. Managerial questions of financial policies are targeted. It gives an overview on budgeting principles and methods. Budgeting, accounting and auditing are treated as main pillars of public financial management.
